Lucknow, Nov 19 (IANS) A branch of India's first all woman bank -- Bharatiya Mahila Bank -- will open here Tuesday, officials said.
The branch is part of the seven branches across the country that will be inaugurated by Prime Minister Manmohan Singh and Congress president Sonia Gandhi via video conferencing from Mumbai.
The Lucknow branch, at a complex in front of the Civil hospital, will have an all woman staff of 10, officials said.
An ATM will also be opened Tuesday.
Union Finance Minister P. Chidambaram in his budget speech earlier this year had announced the formation of the Bharatiya Mahila Bank with an initial capital of Rs.1,000 crore.
The government has targeted setting up of 25 such branches across the country by March 31, 2014. The first branches are opening on the birth anniversary of late prime minister Indira Gandhi.

With winter setting in, and the conditions in relief camps fast deteriorating, over 900 displaced families in Muzaffarnagar and Shamli districts have signed affidavits stating that they will not return to their villages, in return for a compensation of Rs 5 lakh from the state government.
"Main aur mere parivar ke sadasya apne gram mein hui hinsatmak ghatnaon se bhayakant hokar gaon va ghar chhodkar aaye hain, tatha in kinhi bhi paristhitiyon mein ab apne mool gaon evam ghar nahin lautenge ( I and my family left our village and our home due to the violent incidents there. We will not return to our village and home under any circumstances)," says the affidavit.
The affidavit, which was first ratified by a government order on October 28 and revised on October 29, adds that the compensation will only be used for rehabilitation in "any other land, arranging residence elsewhere", and that such rehabilitation will not be in any "government, non-government or village land occupied illegitimately".
The affidavit also states that those who take the compensation will not be eligible for any other government compensation "for property in their village, or any more immovable property".
The affidavit is being offered as an option to 1,600-odd families in the nine "worst affected" villages of Muzaffarnagar and Shamli. The district administrations transfer the Rs 5 lakh electronically, within hours of getting the signatures.
"We had identified 950 families, of which compensation has already been given to 620 families. We are transferring the money electronically on the day people sign the affidavits," said Muzaffarnagar District Magistrate Kaushal Raj Sharma.
However, officials in both the districts maintained that the property or land owned by the displaced people "will continue to remain in their names."

In nother battle between the BJP and the Congress, Madhya Pradesh Chief Minister Shivraj Singh Chouhan has served a Rs 10-crore defamation notice on All India Congress Committee (AICC) President Sonia Gandhi and Madhya Pradesh Congress chief Kantilal Bhuria for a newspaper advertisement allegedly placed by the party accusing him and his family members of being corrupt.
The ads said "Mukhiya ke munh par tala, lalchi pariwar ne Madhya Pradesh loot dala''. It alluded to allegations that the family had a currency counting machine at home, that Chouhan's brother-in-law had become a top grade PWD contractor using forged papers, and that the CM's wife had bought dumpers using forged papers. The advertisements did not name them, but had silhouettes with a striking resemblance to the couple.
The notice said false and concocted allegations have been made to harm the Chouhans' reputation ahead of assembly elections. The notice said such allegations had been refuted in the past. The notice has given 15 days to the AICC chief and Bhuria to withdraw all allegations by publishing advertisements of the same size in newspapers that published them or face criminal and civil defamation suit.

Escalating its attack on BJP's prime ministerial candidate Narendra Modi over the illegal snooping controversy, the Congress on Monday alleged that a "fascist arrangement" was in place in Gujarat.
"Gujarat is probably not a democratic state of India. It is not functioning according to the democratic norms. It is kind of a fascist arrangement and in this fascist arrangement the dictator is one and that is the Chief Minister. He can kill anybody, he can put anyone under illegal surveillance and he always has one answer — that there is threat to the state," said senior party leader Rita Bahuguna Joshi.
"BJP claims lady protected at father's behest. Was threat assessed? Why PSOs not provided?" tweeted Information and Broadcasting Minister Manish Tewari. "Why court ignominy of being the Stalking Sahebzada," he tweeted.
Besides Joshi, the Congress also fielded Sobha Ojha to step up the attack. "The Gujarat government is not answering, that means it has something to hide. If it cannot answer, the government should step down on moral grounds," said Joshi. "The saheb will have to reply. And his government will have to reply. If the BJP thinks they can just wave off the issue by attacking and accusing the Congress, they are mistaken. We will not let it go like this," she added.
Supporting the Congress's demand for a probe by a Supreme Court judge, the JD(U) also demanded Modi's resignation. "The BJP tends to demand a high-level inquiry and resignation in every case. It is obvious by now that the person referred to as Saheb... is none other than Modi. Therefore, Modi must step down pending the inquiry," said JD(U) secretary-general and Rajya Sabha member K C Tyagi. He said the use of state machinery and ATS for "snooping on the private life of a young woman" was not only illegal, but also indefensible. He asked how the issue had remained under wraps even after a senior IPS officer had handed over the tapes of his conversations with Shah to the CBI.

Chhattisgarh Assembly elections: Second phase of voting begins

Over 13.9 million voters, including 6.83 million women, will be eligible to exercise their franchise in 18,015 polling stations to decide the fate of 843 candidates, 75 women included.

As many as 3,000 cameras will be installed at the polling booths to ensure free and fair polls. The main battle is predictably between the ruling BJP, which has governed Chhattisgarh since 2003, and the Congress.

Political pundits and reports from interior areas say that the race for power is wide open. The BJP could score a hat-trick or the Congress, which headed the first government after the state was carved out of Madhya Pradesh in 2000, could stage a comeback.

The Congress has been out of power in the mineral rich state since December 2003 when the Ajit Jogi-led government suffered a crushing defeat.

Chief Minister Raman Singh, the BJP's poster boy in Chhattisgarh, says the people are determined to give one more chance to his party in a bid to accelerate the pace of economic development.

"In the past one decade, the BJP government has put development in top gear. The march for development must continue in the state. I feel in my campaign across the state that people have already made up their mind to continue with the BJP regime," the Ayurvedic doctor-turned politician Singh said.

"There is no anti-incumbency feeling in the state anywhere despite a decade of governance of the BJP," he added.

Jogi, the face of the Congress in the state despite the party's refusal to project any leader as the chief ministerial candidate, claims that the Congress is set to stage a grand comeback in Chhattisgarh.

"Ask anyone in rural or urban areas, the honest reply is that the Congress is all set to make a comeback. Actually, people are fed up with the BJP's gross misrule and scams besides a massive rise in Maoist militancy during BJP Raj," Jogi said.

Opinion polls carried out by various agencies in recent weeks however say that the BJP would get a third five-year term in Chhattisgarh.

Election data shows that the second phase polling for 72 seats, of which 17 are reserved for Scheduled Tribes and nine for Scheduled Caste, are spread out in 19 districts.

Saraipali in Mahasamund district has just five contestants, which is the lowest figure among all 72 constituencies. The maximum number of candidates, 38, are contesting from Raipur South in Raipur district where BJP heavyweight and PWD Minister Brijmohan Agrawal is seeking his sixth consecutive victory.

In the first phase of polling, 18 seats, a majority of these located in Maoists strongholds, saw polling on November 11.

Honest auto driver saves a wedding

Setting an example of honesty and of being an upstanding citizen, Mohan Shamrao Ghodvale, an auto driver, returned a bag full of jewellery and wedding trousseau to a family who had left it behind in his auto rickshaw.

Ghodvale, a resident of Hanuman Nagar, Nehru Nagar, Kurla (East), was waiting at Nehru Nagar state transport (ST) bus stand around 4 pm on Sunday when two women and a man hailedhis auto.

“The three of them were my first passengers of the day. They told me to take them to Dhammakranti Vihar, Patil Lane, Chunabhatti (East).
After ferrying them to their destination, I went towards Kurla (East) and picked up one of my regular customers who resides in Mulund. However, when we reached Ghatkopar, the woman noticed that there was a bag in my auto,” said Ghodvale.
Ghodvale then requested his customer to hail another auto, as he thought it was important to hand the bag back to the owners.
Wedding panic
Meanwhile, the family realised that they had forgotten the bag in the rickshaw and worked up a big fluster. “My wife remembered about the bag and we realised we might have forgotten it in the auto. All my relatives asked me to approach Nehru Nagar police to report the missing bag,” said Kunwarlal Tembekar, adding that the bag contained his daughter’s wedding trousseau and jewellery costing around Rs 3 lakh.
Worried that his daughter’s nuptials would be ruined, he approached the local police chowky but it was shut. Tembekar then made his way to the main Nehru Nagar police station. However, he received a call from his family members informing him that the auto driver had arrived with the bag. “The auto driver handed us the bag and asked us to check it. But, we told him that if he brought it, there was no need to check. I did not expect the auto driver to return the bag, as we often hear of stories of how the city’s auto drivers are thugs,” added Tembekar, a resident of Nagpur.

Relieved and pleased, the family then requested Ghodvale to have dinner with them at the ceremony as a way to thank him for his honesty. But, Ghodvale refused to attend the ceremony and also declined any reward from them. “We finally put Rs 600 in his pocket for his good work,” said Tembekar.

A few good men
Speaking on his honesty, Ghodvale told MiD DAY, “Every day I pick up passengers from ST bus depot. The passengers are mostly new to the city and I would never cheat them. In fact, I usually try to help them. “I did not check the contents of the bag. But when I went to return it, I realised that it was very important to the family as they were crying over it. Everybody blessed me for my good work and that’s what I need. My two sons are happy with what I earn,” said Ghodavle, who has been an auto driver for the last 20 years.

"I read every day in newspapers, some techie committed suicide, some software engineer killed or divorced," Rao told reporters here a day after he was named for the country's highest civil award, Bharat Ratna, for his outstanding contribution to science.
Regretting that the majority of software engineers were unhappy, Rao said as a result, life must be terrible for them.
"Obviously, they (techies) suffer because they are like that. I don't think they enjoy their work. Look at me, I am so happy even at 80 (years)! I have no complaint, Happiness is something different. You must enjoy what you are doing," Rao quipped.
Lamenting on the decline of values and lack of priorities, Rao said more importance was being given to sports, police, army or any body, while scientists came at the end.
"Very rarely science gets importance. For instance, I got the $1-million Dan David prize, which is equivalent to Nobel Prize in 2005, but nobody talks about it.
"It (the award) is given once in a few years in each subject. If anyone got such a prize in any other country, they say 'Dan David Laureate'. In India, we don't have values. We don't understand what is important and what is not," Rao added.
